soU: oh, you saw the link I posted above? Does that help? I don't actually know how to develop against a Handle service. I've never set up a Handle server myself.

yes it helps. I think that's how we can test the handle part. and this, even if its for v 3.x http://guides.dataverse.org/en/3.6.2/dataverse-installer-main.html#handle-system .

soU: there's a dataverse-dev mailing list mentioned there. That's probably the best place to ask questions about working on the Handle feature because there are people on that list with experience in this area who aren't in this IRC channel.
