I guess as a sanity check I would edit shibboleth2.xml and purposefully put in a syntax error and restart shibd to make sure edits to the file have an effect, that I'm editing the right file.

The bottom line for me is that I can (mis)configure shib to yield the same broken behavior. But she seemed quite sure that her config is correct. I think I'm ready to ssh in if she'll let me. :)
