Just for the record, this is the solution: ":ref:`:BlockedApiEndpoints <:BlockedApiEndpoints>`" (one doesn't have to add the file, only the title of the section).

pkiraly you can do that with :ref:. See examples in the dataverse kubernetes guide. You will need to define an anchor before, as IQSS docs don't have the extension enabled that autogenerates anchors for headings.
