I'm not sure I'm even setting it up correctly. The testshib metadata is in a file already, whereas my developers tell me it should be read from the IdP

I would back up /etc/shibboleth/dataverse-idp-metadata.xml if it's working with TestShib and then overwrite it with metadata from your institution's IdP.

before and after you can check the equivalent of https://demo.dataverse.org/Shibboleth.sso/DiscoFeed for your hostname and make sure it changes from TestShib to Texas or whatever

My fear is using vagrant introduces variables like hostnames and ports being forwarded (or not)
