though jenkins.dataverse.org sits on a public network (we have no firewall here) and to date i've done _nothing_ with the docker networking on that VM

As far as I understood it, the CLI component talks to the service over HTTP on a customizable port. So it should be fine to make it bound to 127.0.0.1

It's the PR job, really. Jenkins is configured to discard old builds but the branches aren't getting deleted.
