well, from what I understand deaccessioning is for *versions* of datasets, not necessarily the entire dataset (but you could deaccession all versions)

we've had offline discussions in the past here about this and i believe we are moving towards allowing users to create a new version of a dataset after it has been deaccessioned. i'll bring that issue back to life and have our go to person for this (Eleni Castro) throw her thoughts into that ticket
